It is the mark of a totalitarian institution to respond to social unrest not with trying to understand and rectify the root cause of it but with generalized threats to everyday citizens — a practice that is ‘intended or likely to’ have a chilling effect on free expression.

According to the director of Public Prosecutions, officers are “scouring social media” looking for posts or retweets of an insulting or abusive nature, that could be construed as “intended to or likely to” incite hatred.

Yes, there is a fear of the social unrest that is spreading throughout Europe and what would happen if that were to spiral out of control, but to see a government instinctively reaching for the authoritarian levers is what is so unsettling.
